We meet the expectations of companies that import natural gas to Poland or trade natural gas with foreign countries. As part of the ticketing service, we offer to maintain mandatory natural gas stocks on behalf of the customer, in a manner consistent with national and EU regulations
Pursuant to the Law on Stocks, power sector companies specialising in foreign trade in natural gas, as well as entities importing natural gas to Poland are obligated to maintain emergency stocks of natural gas. The entity responsible for the management of natural gas storage facilities in Poland is Gas Storage Poland sp. z o.o, as an storage system operator.
The Ticketing Service provided by ORLEN is an alternative form of implementation of the obligation to maintain stocks to individual procurement of such service from Gas Storage Poland sp. z o.o or to maintain such stocks abroad. The Law stipulates the possibility to maintain emergency stocks also within the territory of another EU Member State or within the territory of a Member State of the European Free Trade Agreement (EFTA). Customers who decide to use the services provided by ORLEN commission the latter to maintain an emergency stock of natural gas on their behalf.
The ticket service provided by ORLEN is offered on flexible terms, including the size of the mandatory stock. The customer has the opportunity to fulfill statutory obligations to maintain a mandatory gas stockpile without having to purchase additional natural gas for storage.
Ticketing service is provided on the basis of a ticketing service contract. The contract in question is concluded after obtaining the approval of the ERO President, expressed in the form of an administrative decision. The obligation to obtain the ERO President's approval is based on the Act of February 16, 2007 on oil, petroleum products and natural gas reserves and the principles of proceeding in situations of threat to the state's fuel security and oil market disturbances (Journal of Laws 2022.1537). We would like to inform you that as part of the contracting process, entities that have not previously cooperated with ORLEN, or in certain cases also entities cooperating with ORLEN, are required to provide certain data as part of the counterparty verification and creditworthiness assessment process. This is a standard procedure for new or, in certain cases, existing customers, applied in ORLEN.
In the situation of triggering a mandatory stock, the relevant provisions of the ticketing service agreement apply.

The Ticketing Service is addressed to entities specialising in international trade in natural gas and to entities that import the gas to the territory of the Republic of Poland, including those planning to launch such operations.
